中國網絡公共領域面臨的數鴻溝問題探索

自哈貝馬斯系統論述公共領域並對其明確定義後,這一話題便為西方政治學界熱議,上世紀 90 年代起為我國學
者廣泛討論。公共領域的論述非常之多且不統一,大致可理解為是介於國家與社會的中間地帶,乃大眾參與公共事務,進
行討論和批判並對國家與社會之間的關係進行協調的公共空間。隨著傳統媒介越發嚴重商業化的傾向,公共領域逐漸消解
亟待重構,而互聯網發展延伸了傳統公共空間使得網絡公共領域隨之誕生。因此本文分析了中國網絡公共領域何以可能,
指出數鴻溝對於網絡公共領域的不利影響並對相應對策有所提及,希望能夠促進我國網絡公共領域的發展。
Since Public Sphere was discussed systematically and defined by Jurgen Habermas, it became the buzz topic in
Western academical circles. For China, it has been widely discussed since the 1990s. The term of “Public Sphere”, widely discussed
but not unified, could be understood as the intermediate zone between the State and the Society, which is the public space for the
public to participate, discuss and criticize public affairs, and to coordinate the relationship between State and the Society. As the
traditional media becomes more and more commercialized, the Public Sphere is gradually solved and needs to be reconstructed. The
development of the Internet extends the traditional public space, resulting in the emergence of the Internet Public Sphere. Therefore,
the possibility of China's Internet Public Sphere is analyzed in this article, and the adverse effects of digital divide on the Internet
Public Sphere are discussed and the measures to deal with the problem are raised, in the hope of promoting the development of
China's Internet Public Sphere.
